Active Use of CTR Guidance: A Requirement for ICC Compliance

As part of the annual Internal Control Certification (ICC) process, your department head confirms that, alongside department policies, CTR’s guidance (memos, policies, job aids, and training) is actively used in daily operations.
Your department cannot select “Yes” for compliance in any ICC section, especially Internal Controls, unless staff actively use CTR’s published guidance—policies, job aids, and training—in daily operations. These resources aren’t one-time reads but should be regularly referenced to maintain compliance. Departments can simplify this by embedding key content into their procedures and documenting it within their internal control system.
