Commodities and Services Policy Revised
The Office of the Comptroller (CTR) and Operational Services Division (OSD) have jointly re-issued the Commodities and Services Policy as of Monday, May 22, 2023. This policy addresses the purchase of commodities or services for a department’s use or on behalf of department customers or clients.
Major revisions to the policy include:
- Updated and clarified procurement level requirements
- Updated the definition of Emergency Contract to mirror 801 CMR 21.0
- Elimination of wet signature requirements (specifically on the Commonwealth Standard Contract Form, Standard Contract Amendment Form, Commonwealth Terms and Conditions, Contractor Authorized Signatory Listing, and Form W-9)
- Mechanical fixes to update links to forms and other resources
