Fiscal Year Memo 2027-04: Official Opening of Fiscal Year 2027
The Fiscal Year 2027 General Appropriation Act, Chapter 137 of the Acts of 2026, has been signed. This memo announces that July 9, 2026, is the official “opening date” of the accounting system. A deadline of July 23, 2026, has been established for the alignment of encumbrances and expenditures to the enacted budget.
Fiscal Year 2027 is the first annual financial cycle that will be managed through the Commonwealth’s new Mosaic system. Through the course of the year, the Office of the
Comptroller will work with financial professionals statewide to leverage the opportunities for improved efficiency, oversight, and information that have been made possible by Mosaic.
