How to Demonstrate that Training is Integrated as Part of Daily Operations
As part of the annual Internal Control Certification (ICC) process, departments certify that staff are trained for their particular roles, including CTR issued guidance. Audits, desk reviews and site visits now routinely inquire about how, and how often, your department staff are trained.
Internal controls are the “success factors” that help you achieve your mission, compliance, and prevent fraud waste and abuse of Commonwealth resources. Building in training as part of your daily operations demonstrates due diligence and improves performance and compliance. As part of your Internal Control Plan, or as a part of your written system of internal controls, include your approach, content, timing and how you document the training of your staff.
Action Steps
- Identify your department-specific training for staff to support your daily operations
- Identify how your staff are trained for specific fiscal roles with CTR guidance published on MAComptroller.org, PowerDMS, and Close/Open 2025-2026 Guidance
