Updated Interdepartmental Service Agreement (ISA) Policy and Form

Effective Tuesday, September 5, 2023, the Office of the Comptroller has released a new Interdepartmental Service Agreement (ISA) Policy and Form.

The updated form is available at macomptroller.org/forms. Department users may complete the form electronically using a fillable PDF or Word document and submitting the fully executed ISA along with the Encumbrance Transmittal Form to [email protected].  

After December 1, 2023, please make no further use of previous versions of the ISA Form. CTR will not accept any new or amended ISAs using the previous version of the ISA form after December 1, 2023.

Guidance about the updated ISA Form and Policy

When do the new ISA Form and ISA Policy take effect?

The new form and policy take effect September 5, 2023. The new ISA Form should be used for all new and amended agreements with at least one signature date as of 9/5/2023.

How does the ISA Form differ from the previous version?

Major changes to the ISA form include:

  • Easy to complete fillable PDF
  • Anticipated Start Date options, like the Standard Contract Form
  • Added links to the ISA Terms & Conditions, Instructions, ISA Policy, and Regulation

What if I have an ISA under review or awaiting signature on the prior ISA version?

A department has until December 1, 2023 to fully execute a new ISA or amendment on the prior version. ISAs on the prior version not submitted to CTR for process by December 8, 2023 will be rejected and returned to the Parent/Buyer agency. An ISA with at least one signature date after 12/1/2023 on the prior version will be rejected and returned to the Parent/Buyer department.

What is new in the updated ISA Policy?

CTR conducted a thorough review of the policy and implemented the following updates:

  • Cohesive flow of information
  • Links to governing regulation and other policies
  • Condensed and clarified presentation of topics

Is the new ISA Form available in DocuSign and Adobe Acrobat Sign?

Not yet. CTR is working to make the ISA functional in these electronic tools and will provide notification in the CTR Weekly Update upon completion.
