W-2 Information for Commonwealth of Massachusetts Employees

The Form W-2 represents taxable and non-taxable earnings you received as an employee of the Commonwealth of Massachusetts during calendar year 2023. This includes employees of higher education, the Massachusetts Bay Transit Authority (MBTA), and the Massachusetts School Building Authority (MSBA).

Electronic 2025 Forms W-2 will be available in mid-January 2026 through HR/CMS Employee Self-Service for employees who chose paperless delivery.

Paper Forms W-2 will be mailed by January 31, 2026 to the employees’ home addresses.

New for Tax Year 2025: New "No-Tax Overtime" Provision

As part of the OBBBA, a new federal deduction for “qualified overtime compensation” was enacted (retroactive to January 1, 2025). This communication serves to help you understand how the new deduction may impact your overtime pay and tax filing.

Frequently Asked Questions about the Form W-2

When will I get my Form W-2?

Electronic 2025 Forms W-2 will be available through HR/CMS Employee Self-Service in mid January 2026 only for employees who elected paperless delivery through HR/CMS Employee Self-Service. Employees going paperless will receive an email when their electronic Form W-2 is available.

OPEN HR/CMS EMPLOYEE SELF-SERVICE

Paper Forms W-2 will be postmarked by January 31, 2026, and mailed to the employee’s home address.

Undeliverable paper Forms W-2 are sent to the Office of the Comptroller where, per IRS general instructions, they are stored until April 15 of the current tax year. After that date they will be destroyed.

What if I worked for more than one department?

Employees with jobs spanning more than one department will receive a single Form W-2 if all earnings were paid against a single Employee ID. Form W-2s are based on Employee ID, not Employee Record Number.

How will information about "qualified overtime compensation" appear on my Form W-2?

Beginning with Tax Year 2025, your Form W-2 will include a separate code OT in Box 14 showing your total qualified overtime compensation for the year. This amount will help you determine whether you can take the new federal deduction.

Do I have to do anything to get the "qualified overtime compensation" benefit?

Yes. You must claim the deduction when filing your federal income tax return. It is not automatic. The deduction:

  • Is capped annually (e.g., $12,500 for single filers; $25,000 for married filing jointly under current law).
  • Phase out for higher-income taxpayers.
  • Depends on your eligibility and filing status.

Will this change how I am paid?

No. Your overtime pay will continue to be calculated and paid exactly as it is today. The only change is in how it is reported for tax purposes.

Who can answer employee questions about qualified overtime compensation?

Your department should be able to respond to any questions which you have regarding this new tax reporting.
